Yuriy Zhakikh, 29, of 28 Northwood St., Chicopee, was released on his personal recognizance pending a Jan. 30 hearing after he was arraigned on charges operating a motor vehicle under the influence of liquor, negligent operation of a motor vehicle and a marked lanes violation brought by Westfield police.
