Brenda M. Moran, 52, of 550 South Quarter Road, Russell, was released on her personal recognizance pending an Oct. 12 hearing after she was arraigned on charges of operating a motor vehicle under the influence of drugs, negligent operation of a motor vehicle and a marked lanes violation brought by Westfield police.
