Joseph J. Mihalski, 30, of 7 Buckingham Dr., Southwick, was released on personal recognizance pending a Nov. 16 hearing after being arraigned on charges of motor vehicle lights violation, operating under the influence of liquor and negligent operation of a motor vehicle, brought by Westfield Police.
