SOUTHWICK – The Board of Selectmen discussed the responsibility of the new sidewalks this week, particularly when it comes to snow.
“We have these new sidewalks right on the edge of the road and we need to figure out how to address snow removal,” said Board Chairman Arthur Pinell. “My guess is it will most likely fall to the abutter.”
Department of Public Works Director Jeffrey Neece said he spoke to surrounding communities to see what policies are in place there.
“I spoke to Westfield, West Springfield and Holyoke and, for the most part, all require the business owner to take care of sidewalks,” he said.
Neece said he found one exception.
“When there’s a business lot without a business on it the municipality will do it for safety reasons,” said Neece.
Pinell asked economic Development Director Michael McMahon if the topic was discussed at any meetings.
“We talked about it briefly and one person, who does not have a business with a sidewalk, said it would be nice if the town would do it,” said McMahon.
McMahon said that conversation turned into a discussion about residents being required to clear sidewalks.
“It’s a slippery slope,” said McMahon.
Selectman Russell Fox said they would have to wait and see how it goes this year.
“I think it will be a test this winter,” said Fox.
Neece said there will be some spots that are more difficult than others, but it will work out over time.
