Benjamin C. Cain, 23, of 27 Caitlin Way, Westfield, was released on personal recognizance pending a Sept. 23 hearing after being arraigned on charges of operating under the influence of liquor, second offense, and negligent operation of a motor vehicle, brought by the Westfield Police.
