Peter E. Noga, Jr., 22, of 919 Southampton Road, Apt. A3, was released on his personal recognizance pending a November 3 hearing after being arraigned on charges of negligent operation of a motor vehicle and speeding, brought by Westfield police.
Alex G. Kellogg, 27, of 5 Sackett St., Apt. 1st, had charges of aggravated assault and battery and two counts of assault and battery, brought by Westfield police, dismissed after victim failed to appear.
