Park and Rec addresses issues with Whalley Park project

SOUTHWICK – On December 13 an update was provided to the Whalley Park project by the consultant and contractor on the development, R Levesque Associates and JL Construction. The discussion revolved around the issue of monetary damages owed by JL Construction.

In the meeting, Levesque informed Larochelle that any damages owed is the responsibility of JL Construction since it was in the contract for the project. Levesque then added that the damages incurred for 28 days past the contract date totals $14,400 and is the amount owed by JL Construction. The contract deadline was on March 30 and JL Construction finished the majority of the project on April 27.

Levesque then said that there is also an electrical demand fee for $1,115. 40 and irrigation repairs for $8,912.17.

In an effort to be fair with Larochelle, the Park and Rec Committee said that they would approve making a change order associated with the irrigation at the next meeting. The change order would involve the Park and Rec Committee splitting the difference of the costs with JL Construction.

As JL Construction still has electric work to complete, Larochelle will be reaching out to the electrical inspector to progress forward with that work.

On June 15, R. Levesque Associates addressed the issues with JL Construction for the Whalley Park project, including the $14,000 in liquidated damages.

The project first came to light when R. Levesque Associates hosted a site visit of Whalley Park on September of 2016 to show contractors the park and the overview of the project, before they made their bids.

The project consisted of new lights to be installed on the baseball and the softball fields A retaining wall was also added behind the lights of the left field fence on the baseball field since there is a slight hill. The cost of the project was anywhere from $8,000 to $10,000.
