WESTFIELD -The Special Permit, Site Plan and Stormwater Permit for the Old Dominion Truck Terminal on Medeiros Way will come before the City Council on Thursday, if the Zoning, Planning and Development Committee, which meets Wednesday evening at 6 p.m. votes it out of committee. At-large Councilor Dave Flaherty, who chairs ZPD, said last week that he hopes to come up with a recommendation to send to the City Council on Thursday.
The proposed terminal will have 21 tractor and 124 trailer spaces, and a 50 space parking lot, according to Engineer Timothy A. Coon of JR Russo in East Windsor, CT at an initial hearing before the Council on Sept. 6. The plans also include space for future expansion of a 44 space lot. The access to the site will be a new entrance drive off Medeiros Way with one-way circulation. The business will operate 24 hours a day, seven days a week. Trucks will take 26.1 trips per day, with a total of 45 employees in three shrifts of 15, according to Coon.
No public participation is scheduled at the ZPD meeting, because the public hearing was closed at the Sept. 20 City Council meeting, and no further public comments or new information may be considered.
Other business before the City Council on Thursday is mostly routine, according to City Council President John J. Beltrandi, III. “After summer recess, we’re getting our feet back into it; back to work,” Beltrandi said.
Communications from Mayor Brian P. Sullivan’s office mostly entail transfers to “clean up” remaining bills from FY2018.
The $1 million Bond Order for Parks & Recreation remains in the Finance sub-committee, along with a proposal for the city to join a Municipal Open Checkbook System.
Second readings and final passage will be taken for traffic ordinance amendments on Western Avenue, required by MassDOT in anticipation of the upcoming project. A second vote will also be taken for no parking and fines on North Road, Medeiros Way and Root Road; and for increasing the fine for inoperative, unregistered motor vehicles from $25 to $100.
A second reading and final passage will also be taken granting two permanent easements to Eversource Energy over city-owned land at Sadie Knox Park and Twiss St.
Beltrandi said motions from Ward 3 Councilor Andrew K. Surprise that have been on the City Council agenda for several months regarding changes in the budget process may be removed for a fresh start.
A new motion by At-large Councilor Brent B. Bean, II requests for a communication to be sent to Verizon Wireless, to start a conversation about enhancing cell service and reliability in the City of Westfield.
