Emergency Response and Crime Report
Saturday, May 4, 2013
12:21 a.m.: disturbance, Church Street, a patrol officer reports a large college-aged gathering, the officer reports he observed several youths who appeared to be younger than the legal drinking age scatter when he illuminated the rear of a Church Street address and two tenants cooperated with his efforts to disperse the gathering;
2:18 a.m.: motor vehicle violation, Orange Street, auxiliary officers report they observed a vehicle operating with a flat tire and the car was stopped, the responding officer reports the operator was found to be highly intoxicated and acknowledged that his address on his license was outdated, Hector Luis Martinez, 21, of 235 Union St., West Springfield, was arrested for operating under the influence of liquor, operating a motor vehicle not meeting Registry of Motor Vehicle safety standards and failure to notify the RMV of an address change;
2:45 a.m.: a caller reports that three youths are running in the street with a stolen street sign, the responding officer reports he encountered three young men and when he asked them about the street sign two looked at the third, the officer reports that the third man’s explanation led him to believe he was dissembling, the caller said that a neighbor’s boyfriend was the suspect and the description provided matched the suspect, criminal complaints for larceny and vandalism were filed;
7:21 a.m.: fraud, Devon Terrace, a resident came to the station to report fraudulent use of his credit card, the responding officer reports the man said that he discovered his card had been used online without authority but he has resolved the issue and closed the account, the man asked only that the incident be documented;
9:17 a.m.: motor vehicle violation, North Road, a patrol officer reports a traffic stop, the operator’s license was fond to be expired, the vehicle was towed;
9:18 a.m.: suspicious activity, Orange Street, a caller reports a person discarded a bag of marijuana in bushes near the railroad overpass, the responding officer reports he recovered a bag of what appeared to be home-grown marijuana but the described person who allegedly discarded it was not found, the contraband was transported to the station for proper disposal;
9:23 a.m.: city ordinance violation, Cardinal Lane, a patrol officer reports outdoor watering was observed, the officer reports the resident was warned about violation of the recently enacted limitation on non-essential use of water;
10:20 a.m.: fraud, Deer Path Lane, a resident came to the station to report that a credit card account was opening in his name without authority and has been closed;
11:19 a.m.: fraud, Berkshire Drive, a resident came to the station to report his personal information was used without authority to open a service account, the officer reports the case remains under investigation;
12:47 p.m.: vandalism, Cleveland Avenue a caller reports a solar light was stolen overnight and has been found smashed by a neighbor, the caller does not require a formal report but wants the damage documented;
1:28 p.m.: fraud, Munger Hill Road, a resident came to the station to report that when he attempted to file his income taxes his return was rejected because somebody had already filed a return in his name;
2:43 p.m.: animal complaint, Denise Drive, a caller reports small stray dog wearing a sweater is in her yard, the dispatcher reports the dog was transported to the shelter;
2:58 p.m.: animal complaint, Westfield Animal Shelter, 178 Apremont Way, a person surrendered an intact male black and white Boston terrier dog;
2:59 p.m.: assist citizen, East Main Street, a caller reports she has locked her keys in her car and is not able to access her oxygen supply, the responding deputy fire chief reports access was gained;
5:59 p.m.: vandalism, Rosedell Drive, a caller reports the rear window of his vehicle was smashed out, the caller said that he does not require a formal report but wants the damage documented;
6:15 p.m.: fire, Westfield Shops, East main Street, a caller reports bark much was burning and although the flames have been knocked down the mulch is still smoldering, the responding firefighters report the burning bark mulch was fully extinguished;
6:33 p.m.: assault, Russell Road, a caller reports he was assaulted by his brother, the responding officer reports the caller said that during an argument between himself and his adult brother he was assaulted, a criminal complaint was filed;
9:11 p.m.: assault, Franklin Street, a caller reports a male party lying on the ground got up and assaulted a person, the responding officer reports he found a male party apparently incapacitated by an unknown substance who was combative, assaulted an officer and struggled to avoid being taken into custody until officers employed both chemical and electronic control devices, the man was placed in custody and during the booking process acknowledged that he was under the influence of PCP, Jose M. Rivera, 26, of 7 Free St., was arrested for disorderly conduct, resisting arrest and assault and battery on a police officer, Rivera was subsequently transported by ambulance to Noble Hospital where he was found to be under the influence of PCP, restrained and treated, an officer was detailed to stand by with the prisoner;
9:50 p.m.: fire, William Street, a caller reports a neighbor’s bonfire is close to the residence and a fence, the responding firefighters report the fire was extinguished;

7:13 a.m.: animal complaint, Southampton Road at Apremont Way, a call reports a large injured bird on the side of the roadway, the responding officer reports he observed two birds which appear to be hawks on the side of the roadway and one appeared to be trying to protect or help the other which did not appear to be able to fly, an attempt was made to contact a raptor rehabilitator;
12:18 p.m.: motor vehicle violation, Union Street, a patrol officer reports a traffic stop, the vehicle’s registration was found to be expired and it was towed to the police impound yard;
4:09 p.m.: fire, Ridgecrest Drive, a caller reports illegal burning of brush is a concern due to its proximity to a fence, the responding officer reports the homeowners were advised to extinguish the fire and complied;
4:38 p.m.: motor vehicle violation, North Elm Street at Princeton Street, a patrol officer reports a traffic stop, the vehicle’s registration was found to be expired and it was towed to the police impound yard;
5:15 p.m.: recreational vehicle complaint, Powdermill Dam, Twiss Street, a patrol officer reports an ATV was seen operating on the dam but he was unable to detain it when the operator fled south on the railroad tracks;
5:39 p.m.: arrest, Arnold Street, a patrol officer reports he observed a known person believed to be the subject of an outstanding warrant, the warrant was confirmed, Deirdre F. Webb, 43, of 33 Norman Terrace, Feeding Hills, was arrested on the warrant.
