12:12 a.m.: incapacitated person, Main Street, a patrol officer reports he encountered a staggering woman, the officer reports the woman was found to be highly intoxicated and was provided a courtesy transport to her Southampton Road home;
1:07 a.m.: suspicious person, Broad Street, a patrol officer reports a suspicious person, the responding officer reports he found the officer engaged with three young people, one of whom was in possession of a Halloween decoration, the officer reports that the young man said that he found the item on the side of the road, the officer found his explanation incredible given the appearance of the delicate decoration, the man said that he had no identification and identified himself verbally but no matching record was found, the man said that he was a student at Westfield State University but WSU officials reported that no student was registered under the name the man had provided, an officer observed a squarish lump in the man’s back pocket and pointed to it suggesting that he might have identification there but the man immediately struck his pointing hand, the man was arrested and struggled to break free while officers were placing him in a cruiser, he was identified as Stephen A. Webby, 19,of 2 Lot Phillips Road, Kingston, by documents in his wallet, he was charged with receiving stolen property valued less than $250, assault and battery on a police officer and for being a person younger than the legal drinking age in possession of liquor;
2:29 a.m.: motor vehicle violation, West Silver Street, a patrol officer reports he observed a vehicle fail to stop for a flashing red traffic light and stopped the vehicle, the officer reports he detected odors of both alcohol and burnt marijuana, the operator produced a learner’s permit and although he initially denied drinking alcohol he admitted to smoking marijuana earlier and later added that he had consumed alcohol at the same time, the licensed passenger in the front seat was found to have been licensed too recently to qualify as the supervisor of a person operating with a learner’s permit and was deemed to be intoxicated and unable to drive, Adam P. Cloutier, 23, of 59 Washington St., was arrested for unlicensed operation of a motor vehicle, operating under the influence of drugs and failure to stop for a flashing red light;
7:40 a.m.: larceny, a caller from South Carolina reports he mailed a $750 payment to a person who was selling paintball supplies to benefit a charity but was found to be diverting the proceeds to his own purposes, the man said that he canceled the order but has received no refund, the responding officer reports he spoke with the city resident involved who said that he had refunded money to everybody else involved but had no contact information for the customer in question, the man said that he would contact and reimburse the complainant;
8:00 a.m.: breaking and entering, Southampton Road, a caller reports an attempt was made to break into a vacant house, the responding officer reports the caller said that the house is listed for sale and weather stripping was found to have been pried off, the officer reports a check of the house found that nothing was missing or damaged;
10:50 a.m.: trespassing, Ridgeview Terrace, a caller reports a known party who was previously served with a ‘No trespassing’ order was seen heading for his property with a tarp full of leaves, the caller reports that he did not see the man dump the leaves but subsequently found freshly discarded leaves on his property, the responding officer reports a criminal complaint for trespass was filed;
11:38 a.m.: animal complaint, Powdermill Village, 126 Union St., a caller reports a raccoon is trapped in a rubbish receptacle, the responding animal control officer reports she was able to help the raccoon escape and it left the area;
12:45 p.m.: animal complaint, Union Street, a caller reports that cows are creating a hazard on the roadway, the responding officer reports the owner of the cows was contacted and said that he was out-of-state, the owner contacted relatives who returned the cows to their pasture;
4:34 p.m.: larceny, Springfield Road, a caller reports that she believes that somebody stole her wallet from her shopping cart while she was loading her purchases into her vehicle, the responding officer reports store officials reported that a person collecting for a charity outside the store found the wallet and surrendered it, the wallet was returned to its owner;
5:52 p.m.: motor vehicle violation, Court Street, a patrol officer reports he observed a vehicle traveling at 54 mph in a 30 mph zone and stopped the car, the officer reports the operator was found to be intoxicated, Brian K. Fife, 49, of 59 King St., was arrested for operating under the influence of liquor, negligent operation of a motor vehicle and for speeding in violation of special regulations;
7:21 p.m.: suspicious activity, Hampton Ponds State Park, Old Stage Road, a caller reports a suspicious vehicle parked in the lot at Hampton Ponds Park, the responding officer reports he found a vehicle occupied by four persons who were smoking marijuana, the officer reports a city ordinance violation citation was issued to the operator of the car;
7:24 p.m.: motor vehicle violation, Southampton Road, a patrol officer reports a traffic stop, the vehicle’s registration was found to have been revoked for lack of insurance and it was towed to the police impound yard;
8:02 p.m.: larceny, Springfield Road, a caller from a Springfield Road department store reports that a person previously served with a ‘No trespassing’ order was seen attempting to steal energy drinks valued at $224 but abandoned the merchandise and fled when store officials attempted to detain her, the responding officer reports that the woman had left the area but West Springfield police were notified and report that the woman was arrested on an unrelated warrant, criminal complaints for trespass and larceny were filed;
11:10 p.m.: traffic complaint, North Elm Street, State Police report that a large water bottle is in the roadway, the responding officers report the water bottle was removed.
